The office was established in Potsdam in December 1999. It is largely financed by grants from the Federal Ministry of Education, Family Affairs, Senior Citizens, Women and Youth (BMBFSFJ) and DonateOn December 15, 2006, the club's headquarters and business and coordination office were moved to Berlin.

Their main task is:
