Council of Europe Action Plan on the Protection of Vulnerable Persons in the Context of Migration and Asylum in Europe

The Council of Europe has published an Action Plan on the Protection of Vulnerable Persons in the Context of Migration and Asylum in Europe for the years 2021 - 2025. It includes the development of practical guidelines for dealing with vulnerability throughout the asylum and migration process, including reception conditions.

Apart from a brief mention of the GRETA expert group (cf. p. 18, footnote 9) and the indication that many activities can refer to several target groups, the action plan does not contain any direct references to trafficking in human beings. However, point 1.1 mentions the protection of children from sexual exploitation and abuse. In addition, measures have been developed to promote fair access to health care for vulnerable persons with special reference to pandemic situations (see point 1.3). Point 2.1 refers to the development of specific guidelines on data protection and digital identity in the context of migration. These have been developed in accordance with the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data and its Additional Protocol.
