The UN Special Rapporteur on the human rights of migrants, Felipe Gonzalez, has completed his term of office. At the end, he presented a report to the General Assembly on his work over the last four years and his main findings. His main finding is that the increasing use of temporary labour migration programmes is affecting the rights of migrants and their families. It also explicitly calls for the abolition of the kafala system and employer-linked workplace programmes and their replacement with a regulated open labour market where migrant workers' rights and residence status are not linked to an employer or sector.
