Trafficking In Human Beings 2.0 – Digitalisation Of Trafficking In Human Beings In Germany

The study makes clear the growing role of communication and information technologies in trafficking in human beings. This development is accompanied by major challenges for law enforcement as well as for the protection and support of those affected.
Perpetrators increasingly use communication and information technologies to recruit, control, and threaten those affected, thereby expanding their scope of action and complementing established methods of trafficking in human beings. Digital tools such as messaging services and tracking apps enable them to monitor and exert pressure on victims remotely. Policymakers, law enforcement agencies, and the support system are still at an early stage in developing effective responses to these challenges.
There is a need for political and practical adaptation to close the protection gaps created by the digitalisation of trafficking in human beings. The study presents possible solutions and formulates concrete recommendations for policymakers, law enforcement, and specialised counselling centres.
