Recommendation of KOK for a Victim-Centred Approach to Tax Debts in the Context of Forced Prostitution

Experience from KOK's specialised counselling centres shows that trafficked persons who have experienced forced prostitution suffer not only psychological and physical consequences as a result of their exploitation, but are also confronted with severe financial repercussions. In response, KOK commissioned a legal opinion in 2025 examining the legal challenges involved and identifying courses of action available to trafficked persons. Against this background, KOK advocates for a more victim-sensitive approach to tax debts incurred by persons affected by forced prostitution, and is committed to ensuring that existing legal discretion is exercised in the interests of victim protection.
